Dirty politics and the democratic process?

Is it morally, ethically and professionally legitimate for politicians to engage in dirty tricks and muck raking to try and win an election? What does it do to the democratic process when these tactics are enlisted? Do the people have a need to know all the dirty little secrets from the past of people who stand for office?

I think it reflects worse on those spilling the secrets than those keeping them.
